iNotes 8.5.2 Color Error

Here is a very strange issue. When using the 8.5.2 template in iNotes the top section of the interface where the logos are and where the tabs are is the wrong color and looks like this:

This ONLY happens under the following circumstances:

1. Browser=IE (8 or 6 and XP or Win7)
2. On a corporate PC for this particular company

You can look at the exact same mail file either in Firefox or on a non-corporate computer (in IE) and it looks fine. Additionally when I look at another company's 8.5.2 mail file in IE on one of the company's computers that is having the problem it is broken in the exact same way.

It is clear from the above that the problem is local to the machines. It is either a setting, group policy, add-in or something I haven't thought of. Can anyone think of what could possibly be causing this? It is a bit of a big deal and is preventing them from deploying the 8.5.2 template.
